Japan turns on its full global tourism campaign to win travelers who have never visited

Since Tuesday, Japan's tourism promotion machinery is running at full power. The Japan National Tourism Organization released the last four video editions of its global campaign « Japan. Unforgettable » on October 28, with spring, summer, food and an integrated film joining the autumn and winter chapters published in April, and digital advertising with the complete series began the same day. The target audience is very specific: people in Europe, the Americas and Oceania who are interested in Japan but have never actually visited. The timing is deliberate. Japan receives more foreign money than ever, yet the headcount has started to slip, and the government wants both records at once.

The numbers behind the push

In the first nine months of 2026, 30.73 million foreign visitors came to Japan, down 2.9 percent from the same period last year. JNTO attributes the dip to the Chinese market, below last year's levels since December 2025, plus costlier airfares linked to the Middle East situation, reduced flight schedules and typhoon cancellations in September. Every other major region is moving the other way: the three East Asian markets of South Korea, Taiwan and Hong Kong, the six Southeast Asian markets, and Europe, the Americas and Oceania all grew in most months. Money tells a different story. Third quarter foreign visitor consumption reached 2.21 trillion yen, up 3.2 percent year on year, and spending per ordinary traveler rose 6.1 percent to 233,677 yen. Taiwan was the biggest spender at 381.8 billion yen, ahead of China, South Korea and the United States. Outside the three big metropolitan areas, regional hotel nights rose in 17 markets, with Canadian and Southeast Asian travelers up to about 1.2 times last year's levels. The 2030 scoreboard the campaign serves

The campaign is the promotional arm of a plan adopted in March: the fifth Tourism Nation Promotion Basic Program, covering fiscal 2026 to 2030, which calls tourism a strategic industry. Its headline targets are unchanged from the previous plan: 60 million foreign visitors and 15 trillion yen in visitor spending by 2030. New this time are goals of 40 million repeat visitors, roughly two thirds of the total, and 130 million overnight stays in regional Japan, alongside a 30 trillion yen target for domestic travel by Japanese residents. What the campaign actually shows

The new chapters are built to fight seasonality and city concentration. The spring film leans on cherry blossoms, wisteria and nemophila fields along with hanami picnics and seasonal food; the summer edition pushes travel to other regions and other months; the food chapter deliberately stretches beyond sushi and ramen to Italian and French restaurants, street food and high end dining, with experiences such as soba making. A website with model courses accompanies the films. The regional pitch has real examples behind it: JNTO's Los Angeles office has spent years channeling travelers toward the Iya valley in Tokushima prefecture through the Shikoku pilgrimage. Key takeaways

Expect Japan to become even harder to ignore in the coming months: the complete « Japan. Unforgettable » series will run across Western media through spring, and the messaging will keep pushing travelers toward lesser known regions and off peak months, which is genuinely good news for anyone who dislikes crowds. For Japan itself, the equation is now explicit: fewer visitors can still mean more money, as long as each traveler stays longer, spends more and ventures beyond Tokyo and Kyoto. The 60 million and 15 trillion yen goals of 2030 depend less on breaking arrival records than on converting the curious, which is exactly who this campaign courts.
